美丽中国建设目标下完善生态环境分区管控体系建设思路

按照党中央决策部署,生态环境部积极推进生态环境分区管控工作,使其实现了由地方实践到中央制度的飞跃。在新形势下,"完善全域覆盖的生态环境分区管控体系,为发展'明底线''划边框'"已纳入美丽中国建设任务。本文总结梳理了生态环境分区管控体系建设工作进展;锚定美丽中国建设目标,分析了生态环境分区管控体系在方案内容、管理和技术体系健全程度、实施应用的广度和深度、实施保障等方面与美丽中国建设目标的差距;从推动生态环境分区管控精准科学、不断完善管理体系和技术体系、强化生态环境分区管控成果实施应用、加强组织保障等方面提出完善生态环境分区管控体系建设思路。
The Idea of Improving the Ecological and Environmental Zoning Control System Under the Goal of Building a Beautiful China
In accordance with the decision-making and deployment of the Party Central Committee,the Ministry of Ecology and Environment actively promotes the work of ecological and environmental zoning control,and has made it a leap from local practice to the central system.Under the new circumstances,"improving the overall coverage of the ecological and environmental zoning control system,in order to'clarity the bottom line'and'draw the border'for development"has been integrated into the deployment of the beautiful China construction task.On the basis of reviewing the progress of the construction of the ecological and environmental zoning control system,this paper anchors the goal of building a beautiful China and analyzes the gap between the ecological and environmental zoning control system and the construction goal of beautiful China in the aspects of scheme content,sound degree of management and technology system,breadth and depth of implementation and application,and implementation guarantee.From the aspects of promoting precise and scientific ecological and environmental zoning control,constantly improving the management system and technical system,strengthening the implementation and application of ecological and environmental zoning control results,and strengthening organizational support,this paper puts forward ideas for improving the construction of ecological and environmental zoning control system.
