摘要

开展"三线一单"生态环境分区管控减污降碳协同控制研究,对促进形成与碳达峰碳中和工作统筹协调的生态环境分区管控体系具有重要作用.参照《"三线一单"减污降碳协同管控试点工作方案》,梳理了技术思路与路线;通过分析临沂、广州、烟台、福州等城市的试点实践成果,对"三线一单"生态环境分区管控减污降碳协同管控技术路径的关键环节进行了归纳总结,并从数据基础、技术规范和成果应用等方面提出了工作建议.研究成果可为完善"三线一单"生态环境分区管控技术规范提供科学参考.

Abstract

Carrying out research on synergistic reduction control of pollution and carbon emissions based on"Three Lines One Permit"ecological and environmental zoning control system plays an important role in promoting the formation of an ecological and environmental zoning control system that coordinates with carbon peak and carbon neutrality work.With reference to the Pilot Work Plan of Synergistic Reduction Control of Pollution and Carbon Emissions Based on"Three Lines and One List",the technical ideas and routes were sorted out;by analyzing the practical results of Linyi,Guangzhou,Yantai,Fuzhou,this paper summarizes the key links of the technical path of synergistic reduction control of pollution and carbon emissions based on"Three Lines One Permit"ecological and environmental zoning control system,and puts forward work suggestions from the aspects of data foundation,technical specifications and achievement applications.The research results can provide scientific references for improving the technical specifications of"Three Lines One Permit"ecological and environmental zoning control system.
