摘要
美丽乡村建设是美丽中国建设的基底工程.本文对我国美丽乡村建设发展历程进行了全面梳理,将其划分为起步探索、重点推进、深化发展 3 个阶段,并详述了各阶段的特征;深入分析了我国美丽乡村建设存在的认识不统一、建设水平和覆盖面低、多元建设主体尚未形成、可持续长效机制未健全等问题;同时,基于国家对美丽乡村建设提出的新内涵、新要求,围绕城乡融合、绿色低碳、问题导向、农民主体、示范先行等方面,提出了美丽乡村建设的基本路径.
Abstract
The construction of beautiful villages is a foundation project of building a beautiful China.This paper comprehensively sorted out the development process of beautiful villages construction in China,and divided it into three stages∶initial exploration,key promotion and deepening development.Then the characteristics of these three stages were analyzed.The problems in the construction of beautiful villages have been thoroughly analyzed in China,such as lack of unified understanding,low construction level and coverage,lack of diversified construction entities,and lack of sustainable long-term mechanisms.Based on the new connotations and requirements of beautiful villages construction proposed by the Chinese government,the basic paths of beautiful villages construction were proposed,focusing on five aspects∶urban-rural integration,green and low-carbon,problem orientation,farmers centeredness and demonstration leading.
