The Practice and Thinking of the Examination and Approval of Construction Project Environmental Impact Assessment Bundled Together:a Case Study of Rizhao
The bundled approval of Environmental Impact Assessment(EIA)for construction projects is an important step in the reform of the EIA approval system.Construction projects of the same type are bundled into a single EIA document for approval and the unified EIA approval is issued by the examination and approval department,which can save a lot of EIA compilation cost for the construction unit and improve the efficiency of EIA examination and approval.In this paper,the case of Rizhao,Shandong Province is studied.This paper analyzes the problems existing in practical application,such as"difficult bundling",enterprises having doubts about it,great difficulty in examination and changes of individual projects affecting other projects,etc.Finally,puts forward some suggestions on how to make rational use of the method of EIA bundled approval,strengthen the synergistic interaction among departments,while increasing the supervision during and after the event and policy promotion.
