建设项目环境影响评价电网二氧化碳排放因子研究

为应对气候变化国家战略要求,将碳排放评价纳入建设项目环境影响评价是今后重要工作之一。在建设项目环境影响评价工作中,如何确定电网二氧化碳排放因子是当前亟待解决的问题。本文在分析建设项目电网二氧化碳排放因子使用现状的基础上,提出了尽可能衔接小范围电网、与电力规划相匹配、力抓主要矛盾等合理核定建设项目电网二氧化碳排放因子的有关建议,探讨了相应的核定方法,并以某省为例进行了建设项目电网二氧化碳排放因子的具体研究。
Study on Carbon Dioxide Emission Factor of Power Grid in Environmental Impact Assessment of Construction Projects
According to the national strategy of coping with climate change,it is important to include carbon emission assessment into the environmental impact assessment of construction projects.How to determine the carbon dioxide emission factor of power grid in the environmental impact assessment of construction projects is an urgent problem to be solved.On the basis of analyzing the current situation of the use of carbon dioxide emission factor of power grid in the construction projects,this paper proposes relevant suggestions for reasonably determining the carbon dioxide emission factor of power grid in the construction projects,such as connecting with small scale power grid as much as possible,matching with the power planning,and grasping major contradictions.This paper also discusses the corresponding verification method for carbon dioxide emission factor of power grid in the construction projects and makes an application study of a province as an example.
