Clear Division of Powers and Responsibilities to Promote the Comprehensive Implementation of Pollutant Discharge Permit System
The comprehensive implementation of pollutant discharge permit system is an effective means to promote the implementation of environmental subject responsibility of pollutant discharge units and the improvement of regional and watershed environmental quality.At present,the foundation of"full coverage"and"one certificate"management for pollutant discharge permits is basically established,but there are still shortcomings in the inadequate management of fixed source environment and relatively weak supervision during and after the event,facing many challenges,such as the basic core status of pollutant discharge permit system is still not clear,pollutant discharge units are not strong in environmental awareness and law-abiding willingness,the enthusiasm of public participation needs to be improved.Focusing on the problem orientation,this paper puts forward the implementation and promotion path of the government supervision responsibility,the subject responsibility of pollutant discharge unit for environmental protection and the public supervision responsibility,so as to help promote the comprehensive implementation of pollutant discharge permit system.
