Evaluation Methods and Empirical Research on the Modernization Degree of Ecological Civilization Governance System and Governance Capacity at Provincial Level in China
The modernization of ecological civilization governance system and governance capacity is not only a driving tool to promote the construction of beautiful China,but also a clear sign that the construction of beautiful China has reached a higher level.This paper takes the ecological civilization governance system and governance capacity as the theme,adopts the theme framework model,constructs the evaluation index system of the provincial ecological civilization governance system and governance capacity modernization degree;six secondary indexes and 18 tertiary indexes were designed,including the degree of legalization,the soundness of the institutional mechanism,the completeness of the system,the effectiveness of the system,the ability of ecological and environmental protection,the ability of social and public participation.A comprehensive index evaluation method was established with the utilization number function,and an empirical evaluation of the index was carried out at the provincial level.Through analysis,it is found that there are inter-regional and inter-domain differences and imbalances in governance system and governance capacity,and policy suggestions are put forward to further improve the modernization level of ecological civilization governance system and governance capacity.
