科学设计电网平均碳排放因子核算方法是支撑国家构建统一规范的碳排放统计核算体系的一项基础性工作。本文旨在优化我国电网平均碳排放因子测算方法以及管理模式,通过对美国、英国及欧盟电网平均碳排放因子管理经验的梳理与对比分析,对国内现行电网平均碳排放因子的管理规范性、数据滞后性及精确性进行总结,并兼顾公平性与可操作性,提出考虑绿色电力环境价值的电网平均碳排放因子优化管理模式,从实际应用层面优化电网平均碳排放因子的精细化核算方法以及更新发布机制。
Summary of Statistical Accounting Methods for Average Carbon Emission Factors of Power Grid
Scientific design of the calculation method for the average carbon emission factor of the power grid is a basic task in supporting the construction of a unified and standardized carbon emission statistical accounting system.This paper aims to optimize the calculation method and management mode of the average carbon emission factor of the power grid.Through comparative analysis of the management experience adopted by the United States,the United Kingdom and the European Union,this paper summarizes the management standardization,data lag,and accuracy issues of the average carbon emission factors in the domestic power grid.Balancing fairness and operability,this paper proposes the optimal management mode of the average carbon emission factor of the power grid considering the emission reduction effect of green power.Based on this,this article optimizes the refined accounting method and release mechanism of the average carbon emission factor of the power grid from the practical application level.
