基于文献分析方法的国内外环境邻避问题研究

摘要
为探究环境邻避的社会风险防范化解之策,本文采用文献计量分析方法,对中国知网(CNKI)中文核心期刊数据库与Web of Science(WOS)核心合集数据库中与环境邻避主题相关的1 498篇文献进行分析.结果表明:国内外对环境邻避的学术研究都经历了"萌发—发展—平稳"3个阶段,并主要针对环境邻避的内涵及其衍生现象、产生根源和治理方法 3 个领域开展研究.在研究对象方面,5G基站和噪声污染设施的邻避效应是国内最新的研究热点,可再生能源设施的邻避效应是国外的研究热点,并可能是未来国内的关注热点;在产生原因方面,信任危机、利益对立和信息错位是较新的热点关键词;在治理措施方面,加大信息披露、进行风险交流和通过数字治理降低舆情也是当前热点关注方法.最后,基于研究结论,提出了针对性的政策建议.
Abstract
To explore strategies for preventing and resolving social risks of environmental NIMBY(Not-In-My-Back-Yard),this paper adopts bibliometric method to analyze 1 498 literatures related to environmental NIMBY in CNKI core journals and Web of Science(WOS)core collection.The results show that the academic research on environmental NIMBY has gone through three stages of"emergence-development-steady"both at home and abroad,and mainly focuses on the connotation and derivative phenomenon of the environmental NIMBY,the origin of the environmental NIMBY and the governance methods of the environmental NIMBY.In terms of research objects,the NIMBY effect of 5G and noise pollution facilities is the latest research hotspot in China,and the NIMBY effect of renewable energy facilities is a research hotspot in foreign countries,and may be a hotspot of concern in the future;from the perspective of the origin of NIMBY,the crisis of trust,the antagonism of interests and the misalignment of information are the newer hotspot keywords;in terms of the governance measures,increasing the disclosure of information,communicating the risks,and lowering public opinion through digital governance are also the current hotspot attention methods.Based on the conclusions of the study,this paper puts forward targeted policy recommendations.
