Practice Progress and Implementation Suggestions on Regional Assessment in the Field of Ecological Environment:a Case Study of Xiamen
Under the background of the reform of"streamline the government,delegate power,and improve government services",in order to optimize the approval procedures,improve the convenience of approval and improve the efficiency of approval,many places across our country have carried out regional evaluation practices in the field of ecological environment.As one of the first areas to carry out regional assessment work,Xiamen city has continuously promoted the regional assessment work in the field of ecological environment,actively practiced and explored the"integration of multiple assessments"in the field of ecological environment,formulated relevant local standards,and formed a set of replicable and scalable models.This article summarizes the practical progress of Xiamen regional assessment,elaborates on the implementation content of Xiamen regional assessment,and analyzes the effectiveness of Xiamen regional assessment in approval management and simplification of evaluation content,as well as the shortcomings in promoting and coordinating the implementation of the"one system".It proposes management countermeasures and suggestions that are conducive to implementation,such as appropriately expanding the scope of regional assessment objects and clarifying the responsibilities of departments involved in regional assessment,in order to provide reference for the preparation and management of regional environmental impact assessment reports.
