Reflections and Suggestions on Improving the Ecological Protection Compensation System:Based on a Survey and Study of Guizhou Province
As an important part of ecological civilization institutional framework,ecological protection compensation system is an important way to realize the value of ecological products and has important theoretical value and practical significance to achieve the goal of ecological civilization construction.As one of the first pilot ecological civilization zones in China,Guizhou Province has done a lot of exploration and practice in the construction of ecological protection compensation system and achieved positive results.Its approaches are worth emulating and provide valuable experiences and case support for other regions to draw from.However,certain universal challenges and deficiencies are also present in aspects such as the"self-generating"compensation mechanism,"marketization"compensation instrument,"diversified"compensation methods,"two-way"compensation incentives and"comprehensive"compensation standards.This paper puts forward policy suggestions for further improving the ecological protection compensation system from the aspects of strengthening top-level design,improving the ecological comprehensive compensation mechanism,and expanding market-oriented channels for ecological protection compensation funds.
