Evaluation of Industrial Green Total Factor Productivity in Three Urban Agglomerations in the Yellow River Basin
This study selected three urban agglomeration, including Hohhot-Baotou-Ordos-Yulin,Guanzhong Plain and Central Plains.Based on the super-efficient SBM-DEA and Malmquist-Luenberger models,we evaluate the spatial and temporal variation characteristics of Green Total Factor Productivity(GTFP)during 1998-2017,and analyze the driving factors from two perspectives of urban clusters and dominant industries, and propose countermeasures. The results show that:(1)The overall annual industrial GTFP growth rate in the study area was 16.5%,showing a fluctuating upward trend, and the temporal variation characteristics of each urban agglomeration were significantly different;the overall spatial GTFP value has shifted from being higher in the Guanzhong Plain urban agglomeration to being higher in the Central Plains urban agglomeration.(2)Technological progress is the main driver of the overall GTFP improvement in the study area, and there are obvious differences in the driving role of urban dominant industries on GTFP.Finally, countermeasures such as upgrading technological innovation capacity, improving the level of industrial structure, and formulating differentiated transformation measures according to local conditions are proposed.
