长沙市声环境功能区噪声变化趋势分析及对策建议

本文以 2021-2023 年长沙市功能区声环境质量监测数据为基础,分析功能区噪声年度、季度、小时变化趋势和超标时段,1~4 类功能区噪声质量状况、点次达标率及超标情况,并提出噪声防治对策建议。分析结果表明:从年均值分析,长沙市功能区噪声质量呈逐年改善趋势。从季均值看,3 季度昼、夜间噪声质量相对较差;4 季度昼间、1、4 季度夜间噪声质量较好。从小时均值分析,长沙市 8-10 时噪声值最高,15-19 时为小高峰,3-4 时最低。从功能区分布看,长沙市 1、2、3、4类功能区昼间噪声均达标,夜间噪声 4 类功能区噪声点次达标率最低。
Trend of Noise Change in the Acoustic Environment Functional Areas of Changsha City and Suggested Countermeasures
Based on the monitoring data of sound environment in functional areas of Changsha City between 2021 and 2023,the annual,quarterly,and hourly trends of noise change in functional areas and over-limit time periods and the noise level,compliance rate,and over-limit of Classes 1~4 functional areas were analyzed and the suggestions for noise prevention and control measures were proposed in this paper.The analysis results indicate that the annual average noise level in the functional areas of Changsha City gradually reduces;the quarterly average noise level during the daytime and night is relatively high in the third quarter and relatively low during the daytime in the fourth quarter and during the night in the first and fourth quarters;the hourly average noise level in Changsha City is highest between 8:00 and 10:00,high between 15:00 and 19:00 hours and the lowest between 3:00 and 4:00.For Classes 1,2,3,and 4 functional areas in Changsha City,the daytime noise level meets the standard and the night compliance rate is the lowest.
