"智慧生态"监管体系实践应用研究——以西藏昌都市为例

本研究通过整合现有生态环保大数据,构建统一网络、统一标准、统一平台、统一数据、统一展示的"智慧生态"监管体系,可有效提升各监管系统的融合性,提高生态环境监测工作水平,破解因生态环境监测数据库多元化带来的部署复杂、管理困难等难题。昌都地区的实践表明:"智慧生态"监管体系可有效解决西藏地区地广人稀、人工监管效率低下、覆盖面不够等矛盾,但目前的建设水平还需进一步提升。
Research on the Practical Application of the"Smart Ecology"Regulatory System:Take Changdu,Xizang as an Example
By integrating the existing ecological and environmental protection big data and building a"smart ecology"supervision system with a unified network,unified standards,unified platform,unified data and unified display in the study,it can effectively improve the integration of various regulatory systems,improve the level of ecological environment monitoring,and solve the problems of complex deployment and management difficulties caused by the diversification of ecological environment monitoring databases.The practice of Qamdo shows that the"smart ecology"supervision system can effectively solve the contradictions of vast and sparsely populated Xizang,inefficient manual supervision,and insufficient coverage,but the current level of construction needs to be further improved.
