摘要
"十五五"时期,是推动实现 2035 年高水平美丽重庆基本建成的关键时期.本文在全面总结"十四五"生态环境保护进程基础上,深入分析了"十五五"时期重庆市生态环境保护面临的机遇和挑战,提出了贯穿"一个主题"、把握"四个坚持"、展现"七个新作为"、聚焦"十项重点"的总体思路,以及持续深入打好污染防治攻坚战、大力发展新质生产力、提升生态系统多样性稳定性持续性、打造全市域整体大美风貌、守护长江上游生态安全和提升超大城市治理水平等六大任务.
Abstract
The"15th Five Year Plan"period is the key stage for building a beautiful Chongqing in high level and comprehensively strengthening the important ecological barrier in the upper reaches of the Yangtze River.Based on a comprehensive summary of the progress of ecological and environmental protection during the 14th Five-Year Plan period,this article analyzes the opportunities and challenges faced by Chongqing′s ecological and environmental protection during the 15th Five-Year Plan period,and proposes an overall strategy of"one theme","four adherences","seven new actions",and"ten key points",it also proposes six major tasks,including carrying on in-depth Battle for Prevention and Control of Pollution,vigorously developing new quality productive forces,enhancing the diversity,stability,and sustainability of the ecosystem,creating a beautiful overall landscape for the city,safeguarding the ecological security of the upper reaches of the Yangtze River,and improving the governance level of mega cities.
