摘要

集成电路已经渗透并融合到国民经济和社会发展的各个领域,制定该行业环境影响评价技术指南,有利于指导集成电路制造建设项目的环境影响评价工作.本文回顾了北京市集成电路制造业的发展历程及趋势,分析了该类项目制造工艺流程长、原辅材料复杂、污染物种类多等特点.北京市基于在该行业环境影响评价标准化方面进行了探索,制定了首个集成电路制造行业的环境影响评价技术标准——《建设项目环境影响评价技术指南 集成电路制造》(DB11/T 2080-2023),有助于推动"高精尖"产业与生态环境保护的可持续发展,为相关建设项目环境影响评价工作提供参考依据.

Abstract

Integrated circuits have penetrated and integrated into various fields of national economy and social development.Developing technical guidelines for environmental impact assessment in this industry is conducive to guiding the environmental impact assessment work of integrated circuit manufacturing construction projects.This paper reviewed the development history and trend of integrated circuit manufacturing industry in Beijing,and analyzed the characteristics of this type of project,such as long manufacturing process,complex raw and auxiliary materials,and multiple types of pollutants.Based on the exploration in the standardization of environmental impact assessment in this industry,Beijing proposed the first technical standard for environmental impact assessment in integrated circuit manufacturing,that is Technical guidelines for environmental impact assessment—Integrated circuit manufacturing(DB11/T 2080-2023),which helps to promote the sustainable development of"high-end"industries and ecological environment protection,and provides a reference basis for the environmental impact assessment work of related construction projects.
