On Risk Prevention of Second-Line Ferries in Hainan Free Trade Port from the Perspective of Classification and Grading
Port is an important gateway for the opening of Hainan Free Trade Port to the world.As a ferry port,Haikou Port,com-posed of Xinhai Port and Xiuying Port,is an important transportation hub for ships to safely enter,exit and berth when ferrying people,cars and goods.Therefore,the security risk prevention and control and governance of ferry ports,especially those controlled at the"sec-ond line",are important in particular.By analyzing and exploring the risk prevention and control of"second-line"ferries in Hainan Free Trade Port,this study proposes to reorganize resources,replan procedures,and reform systems,so as to construct a double system for risk prevention and identification under the advanced governance philosophy by applying correct models powered by digital wisdom.
