In the context of economic globalization,how to effectively prevent the corporate crimes is a major issue facing all coun-tries.Corporate compliance is in line with the lenient-and-severe criminal policy,restorative justice and the purpose of crime prevention,so it has a legitimate basis.Effective pre-corporate-compliance can prevent subjective errors,having the value of decriminalization for enterprises only,not for individuals.The decriminalization for corporate compliance mainly depends on the non-prosecution system.It's necessary to have a new special discretionary non-prosecution.Pre-compliance and post-compliance reflect that it's less possible for enterprises to be involved in crimes;therefore,corporates should be sentenced leniently by exempting from punishment,giving lighter or mitigated punishment and applying probation.
