Public security greatly relates to people's practical interests and is the basis for realizing a better life and common pros-perity.On the way of moving towards a new era of comprehensively building a modern socialist country,we must promote the transforma-tion and upgrading of the public security governance model,and effectively address the security needs of the people.The 20th National Congress of the Communist Party of China put forward new requirements to promote the prevention in advance for public security govern-ance,from passive"encounter"to active"foresight",from assuring security passively to seek security actively,and from traditional model to modern one.Its logical basis lies in the endogenous mechanism driven by subjects,the exogenous mechanism driven by means and the normative mechanism driven by systems.In the new era,it is necessary to promote the transformation of China's public security governance by implementing the idea of proactive policing and preventive policing,strengthening public security protection,prevention and control in key units,and developing the smart prevention and control.
