"Network public opinion trial"refers to the process of fermentation of public opinion on a focus event in cyberspace.In this process,the legitimate rights and interests of the parties concerned are infringed upon,and the order of cyberspace is also under-mined.The"network public opinion trial"is characterized by groupness,case-by-case situation and destructiveness.Its governance di-lemma is caused by the lag in the publication of the results of judicial trials,the abuse of moral evaluations in network public opinion,and the guided incitement of some online users.Due to the free speech included in the mass public opinion,the law has limited effect on the governance to it.In addition,the significant disparity between the cost of violating the law and the cost of defending rights also leads to its recurrence.Effective governance can be achieved through various countermeasures:timely releasing the authentic informa-tion,providing publicity and education to the network users,strengthening the supervision and governance on network public opinion,es-tablishing and improving relevant laws and regulations,and perfecting the multi-governance structures.
