The Origins of Modern Chinese Police Administration:Taking the Legislation of Police in the Late Qing Dynasty as the Context
The modern police system is a product of the spread of Western learning to the East.In the late Qing Dynasty,as the government tried to restructure the political economy,improve traditional governance methods,and transform towards a modern political system,the police system began to take shape.In this context,the Qing government created a modern police organization based on the Western model and began to formulate relevant laws,thus pioneering the legislation of modern Chinese police.During this process,the police and political laws gradually played a role in coordinating the relationship between the government and the opposition and between foreign powers,and stabilizing social order.However,due to the enormous changes in Chinese society at that time,with political turmoil,economic depression,and the suffering of the people,coupled with the inherent drawbacks of the traditional feudal system and the in-complete establishment of the police system,the role and positioning of the Qing government in the police were still in the exploratory stage.In addition,the public security management in urban and rural areas across the country was still mainly based on local autono-mous organizations such as the patriarchal clan system and Baojia,each of which acted independently,making it difficult to establish a unified national police organization,let alone a police legal system centered on the basic law of the police.
