Inheritance and Development of Mediation Culture in the Context of the Modernization of National Governance
The modernization of national governance requires the inheritance and modern development of mediation culture.Tradi-tional mediation was an effective tool for rulers in the small-scale peasant economy to realize the ideal of harmonious and litigation-free governance and to maintain the hierarchical order of the patriarchal system.Changes in economic foundation, social structure, and val-ues have led to the fact that mediation must not only inherit the concepts of harmony, benevolence, and justice, but also be an integral part of the governance model of collaboration, participation, and shared benefits. In the face of changes in economy, society, and values, mediation needs to develop its autonomy, socialization, specialization, and diversification. In addition, the core socialist values should be spread through community cooperation to promote the modernization of mediation culture.
