域外大麻合法化对我国禁毒工作的影响及对策建议

摘要
当前,域外大麻毒品管控政策持续松动,大麻合法化影响不断加剧,我国大麻毒品违法犯罪受国际禁毒政策变化影响显著.阐明大麻合法化问题的实质、厘清域外大麻合法化发展现状对正确认识大麻合法化问题具有重要意义.通过梳理研究相关文献以及近年《中国毒品(情)形势报告》,分析域外大麻合法化对我国禁毒工作的影响,提出坚持厉行禁毒方针战略,加强全民毒品预防教育,完善大麻监测预警体系,协作打击大麻犯罪活动,积极参与国际禁毒政策讨论,维护国际禁毒体制良性发展等应对大麻合法化影响的对策建议.
Abstract
At present,extraterritorial policies on cannabis controlling continue to loosen,and the impact of cannabis legalization continues to intensify.Cannabis-related offences in China are significantly affected by changes of international anti-drug policies.It is of great significance to elucidate the essence and the current development of the cannabis legalization in other countries for correct rec-ognition of this problem in China.This study reviews the relevant literature and the China Drug Situation Report released in recent years,analyzes the impact of the extraterritorial cannabis legalization on China's anti-drug work,and put forward suggestions inclu-ding adhering to the anti-drug policies and strategies,strengthening the nationwide drug prevention education,perfecting the monito-ring and early-warning system,collaborating in the fight against cannabis-related crimes,actively participating in the international anti-drug policy discussions,and safeguarding the healthy development of the international anti-drug system.These proposals will re-sponse to the impact of cannabis legalization on anti-drug works in China.
