In order to continuously improve the traffic efficiency of expressway networks,reduce the cost of expressway travel,and promote cost reduction and efficiency improvement in the logistics industry,so as to constantly optimize the differential toll mechanism of expressways,this paper explores and analyzes the technical scheme and the advantages of"Beidou satellite positioning+4G/5G+ETC"for expressway mileage-based fee reform based on expressway free-flow toll collection technology,Beidou satellite positioning technology,and blockchain technology.This technical scheme focuses on not only general billing and settlement business but also the operation monitoring and maintenance management of external facilities,realizing the collaboration between the operation toll collection and operation maintenance.In addition,it can also support the splitting of fees and the distribution of revenue bodies,and blockchain technology enables the instantaneous recording of transactions and evidence,which realizes the security,credibility,and traceability of the billing business process.
