To maintain the normal expressway operation order,the fair and just transportation market order,and the stability of the state and society,comprehensively considering the management experience and development trend of national provincial network toll settlement agencies,the development situation of the toll highways in Shanxi Province,the current reality of Network Toll Settlement & Accounting Center of Department of Transportation of Shanxi Province,as well as the proposal from various parties including Shanxi Transportation Holdings Group and other owners,it is necessary to establish an institutional mechanism with multi-party participation,clear power and responsibilities,and strong coordination to improve the management and service level of Shanxi's highway network toll settlement industry and support the high-quality development of expressway operation and management.
