摘要
林长制是森林资源管理体制的全面革新.本文总结了汉中市汉台区融合山长制与林长制,全面推行林(山)长制的实践经验与工作成效,分析了机制不健全、资源总量不足、林地供需矛盾突出、林业产业发展滞后等问题与不足,并提出建立激励机制、强化资源培育、完善规划体系、发展生态产业等对策与建议.
Abstract
The forest chief scheme is comprehensively reforming the way to manage forest resources.This paper summarizes the practical experience and effect of implementing the forest chief scheme in Hantai district of Hanzhong city.Problems such as unsound mechanism,insufficient forest resources,contradiction between supply and demand of forestland,backward development of forest industry still existed.Suggestions to establish the incentive mechanism,strengthen the cultivation of forest re-sources,perfect the planning system and develop the ecological industry were put forward.
