On the phenomenon of"system idling"in the professionalization of village cadres in agricultural villag-es under the background of modernization of grass-roots governance
The modernization of the grass-roots governance system and the modernization of the grass-roots governance capacity are two aspects of the modernization of the grass-roots governance in which the former is the basis of the latter.The completeness of the system and effective governance are important connotations of the modernization of grassroots governance system.The pro-fessionalization system of village cadres is an important innovative practice for local governments to promote the modernization of the grass-roots governance system.It is found that the unified professionalization system of village cadres result in"system idling"in agricultural villages with underdeveloped industry,which is manifested in four aspects:wage system and soft examination sys-tem,coping duty system and attendance system,narrow career promotion space and township limited and guided village elec-tion.This brings about unexpected governance consequences such as negative governance by village cadres and low governance efficiency at village level.The research shows that the system operation is a system,and the main body of the professionalization system of village cadres has the problem of legitimacy and scientific excess but insufficient effectiveness,which leads to the defor-mation of the system implementation and monitoring,the instability of the system operation environment,and finally the phenom-enon of"system idling".Thus,we need optimize the system operation as a whole,respond to the effectiveness of the system oper-ation,pay attention to the village economic and social basis,promote the village cadre professionalization system according to the conditions of the time and place.strengthen the power of village governance,and effectively eliminate formalism in the implemen-tation of rural grass-roots system to realize the modernization of grass-roots governance.
