Realistic characteristics,generation mechanism and governance effect of technocratic young village cadres——a case study based on Maocun Village in Western Guangdong
Village cadres are the key responsible subjects for promoting agricultural and rural development and modernization of grass-roots governance system and governance capacity.Based on the empirical study of Mao Village in western Guangdong,it is found that the technocratic young village cadres are gradually replacing the traditional local cadres to become the new main body of village governance.Compared with traditional local cadres,the identity of technocratic young village cadres are characterized by youthfulness,knowledge and professional;the governance content is characterized by the execution of administrative tasks;the governance tools are characterized by standardization,technicalization and de-value;and the power base is characterized by tech-nology empowerment and administrative authorization.The content change,mode change and system change of cadre manage-ment have led to the generation of techno-oriented young village cadres.Technocratic young village cadres are conducive to com-pleting intensive governance tasks and improving the bureaucratic governance,but there are also problems such as the suspension of governance process and the stimulation of endogenous development power,the depersonalization and effectiveness of gover-nance mechanism,and the stability and efficiency of the village cadre team system.In practice,we should pay attention to deal with the relationship between the technocratic young village cadres and local cadres,and steadily promote the modernization of the grass-roots governance system and governance capacity.
