The reasonable choice and application of policy tools is the guarantee choice to achieve high-quality development of ice and snow sports,and is also an important means and research method to optimize policy im-plementation.With the methods of content analysis and literature analysis as well as the theory by salamon,and on the basis of theoretical framework,sample selection,unit division and coding,21 ice and snow policies in China are made a quantitative analysis from two dimensions of the policy tools X and sports power Y.This paper makes a thorough analysis of the current policy tools of ice and snow sports in the selection tendency,governance concept and related defects and conflicts,and puts forward some suggestions.
