Using the methods of literature review and logical analysis,this study aims to investigate the current situation and operational mechanism of sports cultural exchanges between China and foreign countries.The re-search suggests that the current level of institutionalization of sports cultural exchanges between China and foreign countries is constantly improving,but the exchanges lack macro strategic guidance;the communication subjects are increasingly diversified,but the power of non-governmental organizations is not fully utilized;the communica-tion content is constantly enriched,but the innovation is not enough.The operational mechanisms of sports cul-tural exchanges between China and foreign countries are explored from four aspects,namely,motivation mecha-nism,decision-making mechanism,execution mechanism and guarantee mechanism.In terms of promotion strat-egy,it is proposed to strengthen top-level design and enhance the driving force of communication at the macro level;strengthen collaboration and enhance decision-making power in communication at the meso level;empha-size diversity to form a cohesive force for communication at the micro level;and pay attention to the quality of communication and ensure the effective supply of communication.
