Research on the Policy of Academic Ethics for Graduate Students in China:from the Perspective of Policy Tools
Form the perspective of policy tools,the study constructs a two-dimensional analysis framework of"policy tools-policy content",and quantitatively analyzes a number of policy documents issued by relevant state departments.It is found that the use of policy tools is unbalanced,the overall balance of content elements is in-sufficient,and the match of policy tools and content elements is insufficient.It is suggested to optimize the struc-ture of the weight of policy tools and increase the frequency of other policy tools;improve the content elements of relief as well as rewards and punishment,and establish a mechanism of relief as well as rewards and punishment;and optimize the match between the policy tools and the content elements,and strengthen their coorfdination.
