Quantitative Evaluation of High-Level Sports Team Policy in Chinese Universities Based on PMC Index Model
The policy is the action guide to improve the quality and efficiency of the construction of high-level sports teams in universities and colleges.The quantitative evaluation of the policy of high-level sports teams in u-niversities and colleges has important theoretical and practical significance to improve the policy system and pro-mote their high-quality service to the development of school sports and the training of national competitive tal-ents.Based on PMC index model,a policy quantitative evaluation system covering 9 first-level variables and 40 second-level variables is constructed,and 6 representative policies are evaluated by PMC index and PMC surface diagram.The results show that firstly the average PMC index of the policies is 6.62,the sink index is 2.38,and the overall performance is excellent,including 4 excellent level policies and 2 acceptable level policies,indica-ting that the overall policy design is reasonable.Secondly,policies have certain convergence,and most of them have advantages in policy fields,policy evaluation,policy functions and policy content;it is relatively weak in policy level,policy effectiveness,incentive guarantee and other aspects,which are reflected in the lack of policy prediction,the lack of short and medium-term goal setting of policy effectiveness,and the imperfect and insuffi-cient incentive guarantee means.Lastly,in the future policymaking process,it is suggested to add the predictive content of policies,set long-term,medium and short-term goal planning;establish a dynamic and three-dimen-sional monitoring and evaluation mechanism for policy implementation;enrich policy incentives and strengthen policy safeguards;and uphold and improve the democratic decision-making system and improve the quality of policy making.
