摘要
数字时代的语言安全不仅关乎语言规范、语言纯洁、语言生态等自身安全和语言关系问题,还涉及传播不当语言信息、滥用语言数据以及操控语言进行舆论战和信息战等语言应用安全问题.数字科技对语言文字的影响、人们对语言安全认知不足以及语言安全相关法律法规不完善是语言安全问题产生的重要原因.语言安全是语言问题,也是社会问题,基于社会治理4个原则——系统治理、源头治理、依法治理和综合治理构建语言治理机制,既可为数字时代语言安全治理提供一条可行之路,也契合国家治理体系的系统化建设.
Abstract
Language security issues not only concern such security problems of language itself as language ecology,language norms and purity,but also cover those security problems of language behaviors like spreading improper language information,abusing language data and manipulating language as a tool for public opinion wars and information wars.The overwhelming impacts of digital technology on languages,insufficient knowledge of language security and inadequacy of related laws and regulations turn out to be the major causes.Language security problems are language problems and social problems as well.Therefore,a language governance mechanism,against the four social governance principles-systematic governance,source-addressing governance,law-based governance and holistic governance,may not only serve as a feasible way to language security governance in the digital age,but also cater for the integrated construction of the national governance system.
