Analysis of the Catastrophic Mountain Flood Disaster in Jincheng City on July 11,2021
From July 10 to 11,2021,the most intense and extensive rainstorm weather in 64 years occurred in Jincheng City.The catastrophic flash floods occurred in Yedi River,Jianghe River and other tributaries at the lower reaches of Qinhe River,causing large casualties and property damage in the villages of Caohe in Nanling Town,Zezhou County,and Yotou,Longyandi,Emen and Jianghe in Dongye Town,Yangcheng County.The sudden,strong and destructive over-standard rainstorm flooding caused by short-term high-intensity rainfall was the direct cause of this disaster.The affected villages were located at the confluence of two rivers,and the special geographical location at the bend of the river exacerbated the damage caused by this disaster,while the lack of resolute evacuation in the event of flooding led to casualties.This disaster response process exposed the low level of monitoring and early warning,some people are not strong awareness of disaster prevention and mitigation,grass-roots governments are not prepared to defend against flash floods,etc.It is recommended to strengthen the"four precautions",attach great importance to the defense of flash floods,and improve the public's awareness of risks and emergency response capabilities in the future work.
