Practice and Effect of the Pilot Work of Replacing Compensation with Awards in the Construction of Soil and Water Conservation Project in Guizhou Province
In order to encourage and guide social forces and the masses to actively participate in the construction of soil and water conservation projects,innovate the construction management and investment mechanism of soil and water conservation projects,give full play to the leverage role of financial funds,and accelerate the control of soil erosion,Guizhou actively carried out the pilot work of replacing soil and water conservation with awards.Through the pilot,certain results and practical experience have been achieved,and reform and innovation have been achieved in the construction management,capital investment and system construction of soil and water conservation projects,promoting the deep integration and benign mutual promotion of social capital and soil and water loss control work,and accelerating the pace of soil and water loss control.At the same time of summing up the experience,the paper discusses how to carry out the work of replacing compensation with awards in the future.
