定西市新时代水土保持高质量发展的思考

摘要
水土流失严重,一直是定西市生态文明建设和经济社会高质量发展的重要制约因素.近期,定西市坚持以"十六字"治水思路为引领,将水土保持生态建设与乡村振兴相衔接、流域综合治理与提高农业产业发展相融合、水土保持高质量发展与美丽乡村建设相结合,实施以淤地坝为核心,沟头防护、谷坊等沟道治理为辅,梯田林草植被建设、封育治理为延伸的坡面治理,形成沟坡兼治的水土流失综合防治体系,探索总结出推进流域综合治理,改善生态环境,助推乡村振兴,实现新时代水土保持高质量发展的成功之路.
Abstract
Severe soil erosion has always been an important limiting factor for the ecological civilization construction and high-quality economic and social development of Dingxi City.Dingxi City adheres to the"Sixteen Character"approach to water management,linking ecological construction of soil and water conservation with rural revitalization,integrating comprehensive watershed management with the improvement of agricultural industry development,and combining high-quality development of soil and water conservation with the construction of beautiful rural areas.It implements slope management with silt dams as the core,supplemented by ditch head protection and valley management,and extended by terraced forest and grass vegetation construction and enclosure management,forming a comprehensive prevention and control system for soil erosion that combines ditch and slope management.It explores and summarizes the successful path of promoting comprehensive watershed management,improving ecological environment,promoting rural revitalization,and achieving high-quality development of soil and water conservation in the new era.
