低碳城市建设的雾霾污染治理效果评估

基于2004-2019年全国284个城市的面板数据,构建双重差分模型(difference in differences,DID)及倾向得分匹配-双重差分模型(propensity score matching-difference in differences,PSM-DID)来评估低碳城市建设对城市雾霾污染治理的效果.研究发现:(1)低碳城市建设显著减少了城市雾霾污染.(2)机制分析表明,低碳城市建设通过技术创新降低了城市雾霾污染,但是通过产业结构升级抑制城市雾霾水平的效果不明显.(3)城市规模异质性检验表明,低碳城市建设的减霾效应主要集中在中小型及超大特大型城市,而Ⅰ型和Ⅱ型大城市政策效应不明显.此外,低碳城市建设对周边地区的雾霾污染治理具有空间溢出效果.因此,低碳试点城市应发挥其示范作用,强化企业技术创新主体地位.
Effectiveness Evalution of Haze Pollution Control in Low-Carbon City Construction
Based on the panel data of 284 cities across China from 2004 to 2019,the(difference in differences DID)model and(propensity score matching-difference in differences PSM-DID)model were constructed to assess the effect of low-carbon city con-struction on urban haze pollution management.The study finds that:(1)Low-carbon cities construction significantly reduces urban haze pollution.(2)Mechanism analysis shows that low-carbon city construction reduces urban haze pollution through technological innovation,but the effect of suppressing urban haze level through industrial structure upgrading is not obvious.(3)The test of city scale heterogeneity shows that the haze reduction effect of low-carbon city construction is mainly concentrated on small and medi-um-sized as well as super-large and mega cities,while the policy effect of type I and type II large cities is not obvious.In addi-tion,low-carbon cities construction has a spatial spillover effect on haze pollution management in neighboring areas.Therefore,low-carbon pilot cities should play their demonstration role and strengthen the main position of enterprise technological innovation.
