Shifting from Dual Control of Energy Consumption to Dual Control of Carbon Emissions:the Impact on the Oil and Gas Industry and the Associated Countermeasures
China's transition from dual control of energy consumption to dual control of carbon emissions is a significant institutional design based on its own development reality.The oil and gas sector's move from dual control of energy consumption to dual control of carbon emissions will have a significant impact on it as an industry with high energy consumption and high emissions.Based on the policy progression from dual energy consumption control to dual carbon emission control,this paper evaluates the impact on the oil and gas industry of the shift from dual energy consumption control to dual carbon emission control.Dual control of carbon emissions,according to the paper,can more accurately and scientifically reflect actual energy utilization,ensure the reasonable energy demand of various industries,promote the development of non-fossil energy,guide the more reasonable consumption of fossil energy,and put forward higher requirements for the oil and gas industry's product structure.Second,dual carbon emission controls emphasize the carbon reduction orientation,will promote multi-path emission reduction in various fields,will generate demand for low-carbon and negative-carbon industries,will put clear constraints on the oil and gas industry's own carbon emissions,and will also provide opportunities for the oil and gas industry to rely on its traditional business advantages to develop related industries.Third,dual carbon-emission controls will provide clear policy support for the growth of the carbon market and hasten the participation of the petrochemical and chemical industries.Furthermore,the requirements for carbon emissions and carbon asset management for emission-controlled firms will be reinforced.Finally,countermeasures and recommendations were made for oil and gas companies,including:consolidating the foundation,pioneering and innovating,and promoting the transformation of the energy product structure from single oil and gas to more diversified,low-carbon,and high-end energy products,accelerating carbon reduction and promoting the energy production model change from the traditional model to a more efficient,cleaner,and low-carbon production model.The recommendations also include emphasizing carbon management,developing a comprehensive carbon emission and carbon asset management and control system,attaching importance to negative carbon,strengthening research and demonstration of"carbon neutral"new technologies,and providing comprehensive technical support to achieve the"double carbon"goal.
