近年来,石油化工安全生产形势总体趋稳向好,但重大或特大安全事故时有发生,"安全生产"一直是石化行业关注的重点话题.首先,对石化安全生产现状、事故原因和事故发生环节统计情况进行了分析,阐述了传统风险识别和隐患排查技术方法及发展趋势,分析了国际安全评级系统及其在石化企业的应用情况.其次,针对某炼化一体化企业提出了基于工业互联网平台的"1+7+N"解决方案,阐述了应用场景构建方法、总体技术架构及应用场景清单.最后,从提升感知能力、注重新老系统融合、建立统一数据标准、创新安全管理文化等 4 个方面提出构建石油化工安全生产新型能力的实施策略及相关建议.
Building New Capacities for Petrochemical Safety Production Based on Industrial Internet
In recent years,the overall situation of petrochemical safety production in China has been stable and improving,but major safety accidents still occur from time to time and are safety production is still significant issue.This paper analyzes the current situation of petrochemical safety production,the causes of accidents,and the statistics of accident occurrence sectors,elaborates the traditional risk identification and hazard investigation technical methods and their development trends,studies the International Safety Rating System(ISRS)and its application in petrochemical enterprises.It proposes a"1+7+N"solution based on industrial Internet platform,elaborates the application scenario construction methods,overall technical architecture,and application scenario lists aiming at a petrochemical integrated enterprise.The paper also puts forward the implementation strategies and related suggestions to build new capabilities for petrochemical safety production from such four perspectives as improving perception ability,emphasizing the integration of new and old information systems,establishing unified data standards,and innovating security management culture.
