能源转型战略对绿色发展效率的影响效应与机制检验——基于四川省的实证

能源清洁低碳转型是推动区域绿色发展的重要抓手.以"国家清洁能源示范省"四川为例,立足经济生产和环境治理双重视角,利用两阶段网络SBM模型测度绿色发展效率,基于双向固定效应和中介效应模型实证探讨能源转型对绿色发展效率的直接影响和间接传导效应.结果表明:2006-2022 年区域绿色发展效率呈波动上升趋势,且存在显著的空间分异特征;能源转型战略是区域绿色发展效率提升的显著驱动因素,且两者间呈现"倒U"型变化关系;能源转型战略的实施将倒逼企业增大科研投资以优化能源结构,但现阶段区域环保科技成果应用尚存不足,导致科研投资的中介作用不甚显著;能源转型战略能够通过消费结构约束和政策资金扶持推动三大产业间占比调整和产业内部优化升级,并进而通过产业结构的中介作用推动区域绿色发展进程;能源转型战略将增强高能耗、高污染行业的外资进入壁垒,而"一刀切"做法不利于发挥外商投资创新激励效应对区域绿色发展的中介带动作用.
The Impact of Energy Transformation Strategy on the Green Development Efficiency and Its Mechanism Test:an Empirical Study of Sichuan Province
Clean and low-carbon energy transformation is an important way to promote regional green development.The paper selects Sichuan,a national clean energy demonstration province,as the research case.It,based on the dual perspectives of economic production and environmental governance,uses the two-stage network SBM model to measure the green development efficiency and empirically investigates the direct impact and indirect conductive effects of energy transformation on the green development efficiency based on the bidirectional fixed effect and intermediary effect models.The results show that the green development efficiency of Sichuan Province took a fluctuating upward trend,but it had obvious spatial differentiation characteristics from 2006 to 2022,energy transformation strategy is a significant driving factor for improving the green development efficiency and there is an inverted U-shaped relationship,the implementation of energy transformation strategy will force enterprises to increase research and development investment to optimize energy structure,the application of scientific and technological achievements in regional environmental protection fields is still insufficient at the stage,leading to the insignificant intermediary role of research and development investment,energy transformation strategy can promote the adjustment of the proportion among the three major industries,facilitate the optimization and upgrading within each industry through consumption structure constraints and policy funding support,and improve the regional green development process through the intermediary role of industrial structure,energy transformation strategy will raise the barriers for foreign investment to enter industries with high energy consumption and high pollution characteristics,but "imposing uniformity in all cases" approach is not conducive to giving full play to the intermediary driving effect of innovation incentives of foreign investment on regional green development.
