Liaoning is the window of opening up in Northeast Asia and the important node in the construction of the"Belt and Road".Accelerating the new pattern of opening up of"One Body and Two Wings"is an important measure for Liaoning to deepen reform,expand opening up,achieve high-quality development and comprehensive revitalization and all-round revitalization.A"One Body and Two Wings"evaluation system for the effectiveness of opening up is constructed from four dimensions of trade openness,capital openness,technology openness,and social openness.Factor analysis is applied to evaluate the degree of opening up of 31 provinces in China's mainland in 2021.The results show that the degree of opening up in Liaoning is at a relatively low level in China,with significantly lower scores for foreign trade and investment factor,education and culture factor and tourism factor compared with Guangdong,Shanghai,and Zhejiang,which is the main factor affecting the level of opening up in Liaoning.Countermeasures and suggestions of acceleraing the construction of new pattern of opening up of"One Body and Two Wings"in Liaoning Province are proposed from the perspective of main factors of foreign trade and investment,education and culture,and tourism,as well as the policies such as aligning with high standard international rules to optimize the business environment,strengthening the opening up platform construction of regional cooperation,and improving the international cooperative transportation network,etc.
