摘要

为有效应对煤矿突发事件,提高应急救援能力,提出一种最优最劣法(best worst meth-od,BWM)与云模型相结合的煤矿突发事件应急救援能力评价模型.首先构建包括应急预防能力、应急准备能力、应急响应能力、善后恢复能力等4 个一级指标以及17 个二级指标在内的煤矿突发事件应急救援能力评价指标体系;然后采用BWM确定评价指标的权重,将各指标权重值与其对应的云参数耦合后得到综合评价云,将综合评价云与标准云进行对比得到评价结果.在山西东古城煤矿进行模型的实际应用,结果表明,基于BWM-云模型的煤矿突发事件应急救援能力评价结果为"良好",与矿企实际救援水平一致.通过对应急预防能力、善后恢复能力等关键因素的监测,可实现对突发事件的全方位管理,从而有效提高煤矿突发事件应急救援能力.

Abstract

In order to effectively deal with coal mine emergencies and improve the emergency res-cue ability,a coal mine emergency rescue ability evaluation model based on the best worst method(BWM)and cloud model is proposed.First of all,the evaluation index system of coal mine emer-gency rescue ability,which includes four first-level indexes,emergency prevention ability,emergen-cy preparedness ability,emergency response ability,recovery ability and 17 second-level indexes,is constructed.Then BWM is used to determine the weight of evaluation indicators,and the weight value of each indicator is coupled with the corresponding cloud parameters to obtain a comprehen-sive evaluation cloud,and the evaluation results are compared with the standard cloud.The practical application of the model in Donggucheng Coal Mine of Shanxi Province shows that the evaluation result of mine emergency rescue ability based on BWM-cloud model is good,which is consistent with the actual rescue level of mining enterprises.By monitoring the key factors such as emergency prevention ability and recovery ability,the comprehensive management of emergencies can be real-ized,so as to effectively improve the emergency rescue ability of coal mine.
