教育公平视角下民族地区幼儿教师资源配置的城乡差异分析——以新疆南疆地区为例

摘要
合理配置民族地区幼儿教师资源是促进民族地区学前教育优质普惠发展的关键环节.文本采用泰尔指数分析模型,从幼儿教师的数量、结构以及质量三个维度分析新疆南疆地区幼儿教师资源配置现状,发现在满足学前教育优质普惠发展的师资需求方面,南疆地区城乡幼儿教师数量仍存在一定缺口;幼儿教师结构不均衡,特别是城乡幼儿教师职称结构配置失衡;幼儿教师队伍质量参差不齐,教师专业素质亟须提高.为优化民族地区城乡幼儿教师资源配置,应不断完善人才引育方式,合理增加优质幼儿教师资源;健全管理评价模式,持续优化幼儿教师结构;丰富培训交流渠道,不断提高幼儿教师队伍质量.
Abstract
The reasonable pre-school teacher allocation is a key link in promoting the high-quality and inclusive development of pre-school education in ethnic areas.Using the Theil index analysis model,the status of pre-school teachers'allocation in southern Xinjiang is analyzed from three dimensions:the number,the structure and the quality of pre-school teachers.It is found that there is still a wide gap between the need and the actual quantity of pre-school teachers in southern Xinjiang,and there are still certain challenges in meeting the teacher demand for high-quality and inclusive development of pre-school education;the structure of pre-school teachers is imbalanced,especially in the allocation of professional titles between urban and rural areas;The quality of pre-school teachers does not meet the standard,and the professional competence of teachers urgently needs to be improved.To optimize the teachers'allocation in urban and rural areas of ethnic regions,it is necessary to continuously improve the methods of talent introduction and reasonably increase the number of pre-school teachers;to establish a sound management and evaluation model,continuously optimize the structure of pre-school teachers;and to enrich the training and communication system,and continuously improve the quality of pre-school teachers.
