技术认知、政策激励与农户节水灌溉技术采用——依据双栏模型的实证分析

基于安徽省8个县468户农户的入户调研数据,利用双栏模型实证研究技术认知及政策激励对农户节水灌溉技术采用两个阶段(采纳决策、采纳密度)的影响.结果表明,农户对节水灌溉技术的认知水平,以及政策激励中的培训和政府补贴显著正向影响农户节水灌溉技术的采纳决策和采纳密度;另外,户主的文化程度和环保意识也正向影响农户节水灌溉技术的采纳决策和采纳密度;但耕地细碎化程度显著负向影响农户节水灌溉技术的采纳决策和采纳密度.提出增强农户生态环境保护意识,健全农业技术培训长效机制,提高农业技术补贴力度和效果,加大对"三农"的支持力度,推动农村土地经营权规范有序流转等对策建议.
Technology Cognition,Policy Incentive and Farmers' Adoption of Water-saving Irrigation Technology——Based on Double-Hurdle Model
This research using the survey data of 468 farmers in Anhui Province,analyzes the impact of technology cognition and policy incentives on farmers'adoption of water-saving irrigation technology in two stages based with Double-Hurdle model.The results are as follows:Farmers'cognition of water-saving irrigation technology,training and government subsidies positively affect farmers'adoption decision and adoption density;in addition,farmers'education level and environment protection consciousness also positively affect the adoption decision and density of water-saving irrigation technology;but the fragmentation degree of arable land negatively affected the adoption decision and adoption density of water-saving irrigation technologies.Finally,some policy suggestions are proposed:strengthening farmers'awareness of ecological environment protection,perfecting the long-term mechanism of agricultural technology training,increasing finicial support for agriculture,rural areas and farmers,promoting the rational and orderly transfer of rural land management rights.
