摘要
为推动辽宁省城乡融合发展综合水平提升,从中国式现代化视角下的人口规模、经济发展、物质与精神文明、环境治理、国际交流五个层面,以马克思主义城乡融合发展思想和中国式现代化理论作为理论基础,运用2012～2021年辽宁省城乡面板数据,利用熵值法构建辽宁省城乡融合发展的评价指标体系,对各指标进行权重分析、整体分析和演化分析.研究表明:辽宁省城乡融合发展水平整体向好,呈先升后降再升的三个阶段,其中人口规模和物质与精神文明具有显著优势,经济发展和环境治理势头稍弱但潜力强劲,而国际交流略有不足.对此,提出优化人力资源配置、调整升级产业结构、提升公共服务水平、谋划发展方式转型和促进对外交流合作等建议.
Abstract
In order to promote the comprehensive level of urban-rural integration development in Liaoning Province,the evaluation system of integrated urban-rural development in Liaoning Province is constructed,on the basis of the five dimensions of"population size,economic development,material and spiritual civilization,environmental governance,and international exchanges",under the perspective of Chinese modernization,with the theoretical basis of the Marxist idea of integrated urban-rural development and the theory of Chinese modernization.With the urban-rural panel data of Liaoning Province from 2012 to 2021,the entropy value method is used,with weight analysis,overall analysis and evolution analysis.The study shows that the overall level of urban-rural integration in Liaoning Province is gradually improving,with three stages of rising,falling and then rising.The population scale and material and spiritual civilization have significant advantages,and economic development and environmental governance have a slightly weaker momentum but strong potential,while international exchanges are slightly insufficient.Based on the analysis of the current situation,policy recommendations are made to optimize the allocation of human resources,adjust and upgrade the industrial structure,upgrade the level of public services,plan the transformation of the development mode,and promote foreign exchanges and cooperation.
