Learning motivation is the fundamental power to stimulate and maintain students'learning.Course development oriented to learners'motivation is the basic requirement of virtual simulation exper-iment course.Based on learner motivation theory and ARCS model,meeting learners'learning needs of"Attention(A),Relevance(R),Confidence(C),and Satisfaction(S)",focusing on the core is-sues of learning problem creation,problem situation construction,process optimization design,and e-valuation system establishment,the development strategy of virtual simulation experiment course orien-ted to learner motivation is brought out.It can provide reference for colleges and universities to develop virtual simulation experiment courses and resource systems suitable for learners'autonomous learning and inquiry learning.
