基于多阶段论证的大型实验平台建设探索与实践

高校实验室建设经验较多,但多学科、多专业交叉,总体研究目标统一、投资规模大的实验平台建设可参考的管理范例不多.以民航科技创新基地(民航大学项目)为例,探索了多阶段论证管理模式在可研论证组织管理工作中的作用.通过 5 个阶段的目标论证、队伍论证、设备与研究目标匹配性论证、设备论证和开发类软件专项论证,形成了 1 套完整的项目论证模式,凝练了跨学院跨专业项目建设队伍的组织模式,形成了实验室目标和设备相匹配论证方案,解决了项目建设中平台重复建设和合作共享的问题,探索了开发类软件工作量编制和论证的方法.项目最终顺利获得批复证明了以上举措的可行性.
Exploration and practice of large-scale experimental platform construction based on multi-stage demonstration
Universities have a lot of experience in laboratory construction,however,there are not many management modes that can be referred to in the construction of experimental platform with multi-discipline,multi-specialty,unified overall research goal and large-scale investment.Taking the Civ-il Aviation Science and Technology Innovation Base(Civil Aviation University of China Project)as an example,this paper explores the role of multi-stage argumentation management model in argumentation organization management.Through five stages of object demonstration,team demonstration,equipment and research object matching demonstration,equipment demonstration and development software spe-cial demonstration,the research forms a complete set of project demonstration models,forms the organ-izational model of cross-college and cross-specialty project construction team,forms a demonstration program for the matching of laboratory objectives and equipment,solves the problem of repeated con-struction and cooperative sharing of platforms in project construction,explores the methods of workload calculation and demonstration of development software.The successful approval of the project ultimate-ly proves the feasibility of the above measures.
