Characteristics,Difficulties and Paths of Collaborative Governance of County-Level Public Services for National Fitness in China in New Development Stage
The profound understanding of the collaborative governance characteristics of county-level public services for national fitness in new development stage determines the future direction of building a higher-level public service system for national fitness in China's counties in the process of common prosperity.Through the methods of literature review and empirical research,this study explores the characteristics,difficulties and paths of collaborative governance of county-level public services for national fitness in China in new development stage.It suggests that the consensus of collaborative goals,the diversity of collaborative subjects and the differences in collaborative methods are the characteristics of understanding the collaborative governance of county-level public services for national fitness in new development stage.Difficulties:The relevant policies and regulations are not sound,making it difficult to apply collaborative governance on a legal basis;The cooperation among governance bodies is absent,making the system of collaborative governance unformed;The participation of social forces is insufficient,making collaborative governance hard to form into a diversified co-governance pattern;The evaluation mechanism is incomplete,making the results of collaborative governance unpractical.Paths:Improving relevant laws and regulations to strengthen the institutional supply of collaborative governance;Giving full play to the government's leading role to improve the management system of collaborative governance;Deepening the reform of governance bodies to optimize the service mechanism of collaborative governance;Playing the role of third-party evaluation agency to improve the evaluation mechanism of collaborative governance.
