Restraining Factors and Path Selection in Policy Implementation of Physical Education Test of Entrance Examination for Senior High Schools:from the Perspective of the Smith Policy-Implementation-Processing Pattern
The effectiveness of the policy implementation of physical education test of the entrance examination for senior high schools directly influences its reform and development in China.From the Perspective of the Smith Policy-Implementation-Processing pattern,through the methods of documentary and logic analysis,this study makes a sorting and analysis of the policy implementation of physical education test of entrance examination for senior high schools in China now.It is found that there are many restraining factors in the policy implementation including blocked proceeding with policy,lag of operation effects in administrative machinery,the deviation of target cognition,great resistance from external environment,etc.In response to these,the study proposes the paths of the policy implementation:enforcing the policy-making system to ensure its scientificity and rationality;improving policy implementation mechanism to play a role in synergistic effects from multiple sources;energizing the initiative of target groups to satisfy their demands for interests;and creating a sound policy environment to improve the effectiveness of publicity guarantee.
