Rule by Law in the Governance of Government Purchasing Public Sports Services:Legislative Space,Value Orientation and Path Selection
Law and policy science shows that there is still legislative space for the government to purchase public sports services.In order to improve the rule by law in the governance,it should be based on the legislative value orientation of rights,equal emphasis on equality and parity,and should be constructed from two aspects:legalization of governance system and rule by law in governance capabilities.First of all,a multi-level legal system at the national,local and departmental levels should be established.A positive interaction mechanism between laws and policies should be established in which the policy formulation of government purchasing public sports services should widely consult public opinions and go through the review of legal departments,the transformation of policies into laws should be stable and the coordination between laws and policies should be strengthened.Secondly,a complete set of behavioral mechanisms including subjects,contents,procedures and supervisions should be formed to gradually improve the rule by law of the government's ability to purchase public sports services.
